Union threaten more bandhs

ITANAGAR, Jun 27: All Arunachal Pradesh Border Students’ Union (AAPBSU) has threatened a 3rd phase 48 hrs state wide Bandh call if its 10 points charter of demands are not met by the government.

Meanwhile AAPBSU has further questioned All Nyishi Student Union’s objection to the bandh while stating that it Union has taken up the issue for a safe border. It further accused the government of not taking up the issue seriously.

ITANAGAR, Jun 27: All Palin Chambang Yangte Gangte and Tarak Langdi appealed to the Deputy Commissioner and DDSE Kurung Kumey District to implement the right to education for free and compulsory education to the children in the district. It alleged that some government schools are collecting admission fees from class I to VIII students within Palin Chambang Yangte Gangte and Tarak Langdi area.

It further alleged that government middle school Sanlum under Yangte circle is not functioning for the last one year due to absence of teachers in the school.

It urged the DC to look into the school admission fees and initiate necessary action against the absentee teachers.

Marathi version of General JJ Singh’s autobiography released

ITANAGAR, Jun 27: First amongst the vernacular versions of Arunachal Pradesh Governor, General JJ Singh’s autobiography, ‘A Soldier’s General’, the Marathi version of the book, titled ‘Marathyancha Sarsenapati’ was released by Maharashtra Governor K Sankarnarayanan at Raj Bhavan, Mumbai in the presence of Chief Minister of Maharastra, Prithviraj Chavan, serving and retired defence and civil officials and special invitees.    

It is pertinent to mention here that Gen Singh spent 40 years of his career with the Marathas, serving with the Maratha Light Infantry, the elite infantry regiment of the Indian Army. Honorary Colonel of the Maratha Light Infantry, General Singh was commissioned into 9th Maratha Light Infantry on 02 Aug 1964.

Unlike many authors whose autobiographies revolve around ‘I, Me and Myself’, General Singh’s autobiography offers rare insights into contemporary problems of the nation such as the insurgency in the North East, the Kashmir issue, the Kargil misadventure, the attack on Parliament and others from a lesser known perspective.

A chapter has been completely devoted on Arunachal Pradesh. General Singh detailed on his experience as the Governor of the State under the heading, ‘The Second Innings’. He also dwelled in length on Development of North East and ‘Look East’ policy.  The book highlights on upliftment of Rural Areas and Tourism of the State.

The English version of the autobiography was first released by Arjan Singh, Marshal of the Indian Air Force at New Delhi on 9th July 2012. Punjab Governor and Chandigarh Administrator Shivraj Patil launched the autobiography at a function held in Punjab Raj Bhavan, Chandigrah on 11th June 2012.

Published by Harper-Collins India, the book is set to come out in Punjabi, Bengali, Assamese, Hindi, Telugu and Malayalam versions also. (PRO, Raj Bhavan)

 

Forum seeks job opportunity

ITANAGAR, Jun 27: Papum Pare District Youth Forum in a letter to Director General of Police briefing the grievances of unemployed youths of the district appealed for creation of separate job quotas for Papum Pare District and capital complex.

It said that due to non separation of quota for the districts, the unemployed youths of the district are facing difficulties in finding job.

It also appealed for posting of two more Sub Inspectors of police each at Police station Sagalee, Banderdewa, Kimin, Doimukh, and Balijan in order to strengthen the police force.

Water supply lines damamged

ITANAGAR, Jun 27: The water supply line to Itanagar, Naharlagun and Nirjuli townships including village water supply lines have been damaged by flash flood and landslide in various places causing disruption in water supply, informed EE PHE and WS, Division Itanagar.

The main water supply line of  Niti Vihar, field publicity, Senkiview colony and water supply line to Senki park zonal tank catering water to all the zonal areas has also been damaged at Mowb-II.

The water supply in entire Naharlagun township has also been disrupted since June 25 last. However, water supply line from Norch has been temporarily restored. The other restoration works would be resumed as and when the flood water recedes with favorable weather conditions. However, water tank shall be put into service to mitigate the minimum requirement of drinking water. State NCP unit dissolved

ITANAGAR, Jun 27: Nationalist Congress Party (NCP) president Sharad Pawar on recommendation of the party’s North East in-charge Praful Patel has dissolved the NCP Arunachal Pradesh state unit committee with immediate effect.  Meanwhile, the NCP national president has appointed adhoc-committee of the state NCP unit with Kahfa Bengia as its convenor, according to a release issued by S R Kohli, Permanent secretary of  the NCP, New Delhi.

Overall flood situation still grim in Arunachal

ITANAGAR, Jun 27: Flood situation in Lohit, Anjaw, Lower Dibang Valley and Changlang districts remained grim as rising river waters have either led to closure of road communications or sent new areas under water.

Tezunala river in Tezu, which was in spate due to incessant rain over the past many days, has threatened the entire Tezu township, including ALC line and Lohit House. Local MLA Karikho Kri and Deputy Commissioner R K Sharma today visited Tezunala to measure the intensity of the flood. According to latest report received here this evening the Tezunala has been re-diverted to its original course.

“The overall flood situation in the district is still grim,” the DC informed. He said that all  the  three  relief  camps  set up in the district have  accommodated about 900 marooned  people.

The DC alongwith  officers  of  WRD and other departments visited the flood  affected  areas  of  the district today and took stock of  the situation. All the  administrative officers and heads of flood related and other departments  have  been  directed  not  to  leave  their respective station till further notice to  tackle the situation. All  the  administrative officers and works departments are working  round the clock for temporary  restoration, rescue  and  relief.

Chongkham MLA and Parliamentary Secretary C T Mein, Namsai MLA Nang  Sati  Mein, Anjaw MLA Karikho Kri are camping in their respective location and monitoring and supervising  the rescue, restoration and relief  works. Finance Minister Chowna Mein is also  in constant touch with the district officials and issuing necessary instructions. He has directed to provide all  sorts of help to the affected  people and  for restoration works.

According to a latest report, the water level in all rivers of Lohit dist have started receding due to stoppage of  rains this afternoon.

At Dambuk, Sisiri river has wreaked havoc in the area destroying many cultivation lands along its course down the stream. The river waters have submerged entire paddy fields of Bizari and Apum villages yesterday forcing the farmers and labourers to leave their fields. Many bullocks used for ploughing were also swept away by the river water, informed Eving Yirang, CO incharge SDO Dambuk.

The river water also submerged wet rice crop fields at Ibrom, some 6 km west of Dambuk SDO headquarters. The branch of Sisiri which is flowing in between Bomjir and Bizari village have damaged many Ginger plantations.

A link road connecting Orange orchards at Yeglong, 5 km west of Dambuk SDO Headquarters has also been washed away by Kapang river disrupting road communication to 22 orange orchards. Meanwhile, a board has been constituted under the chairmanship of SDO Dambuk to assess the actual damages caused by the floods under Dambuk Sub-Division.

The District Administration is closely monitoring the flood situation  in various corners of the district. Two country boats have been hired and placed by the administration at flood affected Paglam villages to evacuate the stranded people to safer place, informed Eving.  

The Anjaw district remained cut off from rest of the country due to landslide triggered by torrential rains in the last one week. The major landslides have occurred at Tidding and at Mompani where a stretch of 100m road have been completely damaged. Landslide has also caused damage to electric poles causing total disruption in electric and water supply.

Though BRO has already pressed men and machineries into service at this point since yesterday it would take atleast a week to restore the road communication, a BRO officer said.

The district headquarters Hawai along with Walong, Kibithoo and border circle of Chaglagam remained cut-off due to landslides at various points.

The administration is in constant touch with BRO officials in clearing the roads at the earliest and the situation is being monitored closely, informed Hayuliang circle officer T.R. Tapu.  

Incessant rain over the last few weeks in Tirap caused extensive damage to Khonsa-Joypur-Longding and Khonsa-Lazu roads at many places, report DIPRO.

Though the situation is not alarming, the massive landslide near Pongkong, 14 km from Lazu on Khonsa-Lazu road has created grave concern. DoTC Parliamentary Secretary Yumsen Matey and Tirap Deputy Commissioner Sachin Shinde asked the BRTF, PWD, administration and general public to remain vigilant to the situation and report to the district administration if there is any report of natural calamities or disasters for remedial action. The Deputy Commissioner recently visited some of the landslide-prone areas on Khonsa-Longding road and asked the BRTF personnel to ensure that the road remains open for traffic all the time.  Another area of concern was Khonsa-Longding road about 2 km from Khonsa. However, the BRTF is working round the clock to maintain the damaged road.  

There are also a number of landslide areas, which if not tackled now, have the potential to cripple the communication network in Tirap district which is thankfully free from major road blockades like in other districts of the state.

Flood situation in Mebo continues to remain grim with rising water submerging agricultural field and roads.

The wooden bridge over Ngupok Korong river have been destroyed in flood while Taksing Korong in Seram and one side of the Siku bridge have been submerged in water snapping road communication.

The normal life of the people of the area, specially of Ngupok village have been badly affected by flood.

Mebo ADC Oti Dai along with NCP Block President Todol Pertin and senior public leaders and officials inspected the flood affected areas today.

Pertin and senior leaders Togram Yirang and M. Ratan on behalf of the public of the flood affected area of Mebo appealed the district administration and concerned work departments for immediate restoration of the affected areas. They also appealed to the Government to provide relief to the flood affected people.

At Changlang, the villagers of Bijoypur I and III are still marooned. The deluge has turned the village into an island since June 23 midnight. Though 250 villagers have been rescued in small country boat till today, 300 villagers are still stranded in Bijoypur I & III villages. Local administration has left no stone unturned to provide the best possible relief assistance within their capacity. WRD Officials are actively cooperating with local administration in managing the unprecedented situation.

About 3 quintals rice and other essential items, including  life saving medicines were ferried in country boat by the authority braving the inclement weather and turbulent water for the stranded flood victims. Pouring cold water to the affected people’s hope Army too have turned down to go for rescue operation sensing danger. An Army helicopter is likely to be pressed for rescue operation as MLA CC Singpho has already apprised the CM of the grim situation.

Changlang Deputy Commissioner Opak Gao, ADC K.Riba,  WRD EE BK Karki, AE C.J.Mannou made an extensive visit of the flood affected areas and interacted with the villagers. The DC assured to provide the best possible relief assistance. WRD Bordumsa donated 10 tarpaulin sheets to flood victims for setting up temporary shelter, informed Karki.

At Namsai, the water level of Noa-Dehing river has receded to a large extent and the water level of the river stood at 0.6 mtr. at 3 pm today.

The flood affected families in Dharampur village under Lekang circle are still in the relief camp.Medical and veterinary officials have been instructed to provide necessary medicines and medical  aids to the flood affected victims.

Four villages, namely Lekang Gohain Gaon, Rajabeel, Rongalibeel and Dirak Miri are encircled by water from all around. S.Sengupta, in-charge ADC, Namsai have already requested the Army authorities to extend all possible help and assistance to the flood affected villagers.

Heavy soil erosion have also occurred at Nampong, Silatoo Philobari, Mahadevpur, Kherbari, Dharampur, Lekang Gohain Gaon, Rajabeel, Rongalibeel, Dirak Miri and Mengkengmiri. At Silatoo, families of four houses have been evacuated due to heavy soil erosion.

ADC (i/c) Sengupta alongwith departmental engineers, medical officers, DRRO, supply superintendent and HoD have personally visited almost all flood affected areas at Namsai, Mahadevpur, Chongkham and Alubari areas and emergency relief materials and medical help have been extended to the effected people.

 

 

CM seeks Centre’s intervention for speedy implementation of highway projects

61st NEC plenary meeting

ITANAGAR, Jun 27:  Arunachal Pradesh Chief Minister Nabam Tuki today appealed to the  Centre  and NEC to give priority on road connectivity in strategically important state of Arunachal Pradesh.

Addressing the 61st Plenary meeting of the NEC at New Delhi, the Chief Minister, while appreciating the Central Govt for sanctioning an ambitious highway development programmes  in Arunachal,  sought the intervention of NEC and Union Ministry of Road, Transport and Highway for obtaining forest and environment clearance from the Union Environment and Forest Ministry to expedite the highway projects in state.

Informing that  the construction of the Trans-Arunachal highway,a 4-lane highway to Itanagar and other road projects are being carried out in the state,  Tuki, however, said that  the state Govt is facing a lot of problems in obtaining the forest and environment clearances.  “The Prime Minister had announced the 4-laning of Itanagar highway during his visit to the State in 2008. However, 4-laning of only the Hollongi-Itanagar stretch had been sanctioned whereas  the request of the state Govt for Banderdewa-Itanagar stretch is pending in concern Ministry since almost two years,” the Chief Minister pointed out.  He requested the  NEC chairman and Central Govt to consider early sanctioning of the remaining portion of the Capital road  on priority basis.

Referring the Tezpur-Tawang highway project, the CM further  said “the widening and renovation works being undertaken by BRO on this stretch are painfully slow.” He sought the intervention of the NEC and Union MoRTH for early completion  of the highwa project.  

The Chief Minister also requested the NEC chairman to consider the  comprehensive projects submitted by the state Govt for providing connectivity to 22 unconnected administrative centres.

On railway project, the Chief Minister stressed on early start of the Rangia-Murkongsleek railway gauge conversion project to facilitate smooth transportation PDS commodities.  He also requested the Union Railways ministry to take up the Tinsukia to Parsuram-kund via Rupai and Namsai railway project  to improve the rail connectivity in eastern Arunachal.

While  endorsing the Council  proposal for a project for improvement of Helicopter services in NER through Pawan Hans in its Five Year Plan document, the Chief Minister  said that at least two helicopters be placed at the disposal of State Govt. – one for regular passenger movement and one for ration sorties.

Regarding Look-East Policy, the Chief Minister said “We appreciate that a token provision of Rs. 20.00 lakhs was kept in the Annual Plan 2011-12 of the Council for ‘Support to Look East Policy Initiatives – Border Trade’ for conducting the study on Border Trade through Research and Information Systems, New Delhi.”  “I would like to know the outcome of the study and further course of actions proposed,” he said.

The Chief Minister also  requested the NEC  to take up with the appropriate authority to increase the allocation for NEC from present level to at least Rs. 3,000 crores annually. “In order to  empower the NEC and  make its functioning effective the financial  powers of Secretary NEC should also be enhanced to Rs. 25.00 crores at par with the Secretary to the Govt. of India”, he  said.

Regarding introduction of the North Eastern Region Community Resources Management Project (NERCORMP) in Tirap and Changlang Districts, the  Chief Minister  said “NEC has already intimated the Planning Commission through the Ministry of DoNER that this project cannot be taken up unless and until additional budget is specifically given to the NEC for this purpose. However, even after lapse of two years the same is yet to take off. The three insurgency affected districts of Tirap, Changlang and Longding were proposed to be covered by this project so that the benefit to be accrued out of this would pave the way for channelizing the youth towards meaningful and sustainable employment opportunities.” The Chief Minister once again requested the concerned authorities to ensure that some beginning to this effect is made in the current financial year.

Assuring the  Centre of time bound implementation of projects for the over-all socio-economic development of the State, the Chief Minister further requested the NEC Chairman to ensure safety and security of the residents of North-east particularly the students who are studying in various parts of the country.

“One of the major problems faced by the NE States is educated unemployment and under-employment due to lack of employable skills, technical knowledge and lack of opportunities. The NEC should give focused attention for creating and providing employment opportunities to our youth by equipping them with the required skill-sets”, the Chief Minister said while adding that job-oriented trainings should be taken up in a massive way by the NE Council and a proper road map should be developed for the same.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) and Minister of State for Parliamentary Affairs and the Chairman of North Eastern Council (NEC), Paban Singh Ghatowar has chaired the 61st NEC Plenary Meet. The Members of the Council includes, the Governors and the Chief Ministers of North Eastern States and their representatives.

 

 

Angry citizens demand power supply

ITANAGAR, Jun 27: Infuriated with persistent power outages in picturesque Mechukha Valley, the sub-divisional headquarters, the students, citizens, youth and entrepreneurs of Mechukha township this morning took out a mass protest rally at Mechukha Township to register their protests against the erratic power supply in the town for nearly one year.

The rally was organized as part of the ongoing 24 hours Mechukha bandh called jointly by All Libo Ramo Bokar Students’ Union (ALBRSU), All Memba Students’ Union (AMSU), All Tagin Students’ Union Mechukha (ATSUM) and All Bokar Students’ Union (ABSU) against the concerned authority’s failure to improve power supply in the town.

Holding placards, banners and posters, hundreds of students including local public gathered at Power House, Mechukha and expressed their discontentment over erratic power supply in the town. They demanded the authority concerned to initiate immediate steps to provide uninterrupted power supply to the citizen of Mechukha township.

Mechukha subdivision has been reeling under complete darkness over the last several years and despite several requests put forward to the concerned department the area is yet to see any improvement in power scenario. Reportedly, the Sub-Divisional HQs gets power supply only when some VIPs pay visit to the place. Meanwhile, taking serious note of  absentee officials’ in the area, the students’ organizations requested all the HoDs, officers and staff of various govt departments to return to their respective posting places at Mechukha and discharge their duties sincerely for the convenience of local people. The student bodies alleged that most of the govt offices of Mechukha remain closed throughout the year excepting during the observance of national days and during the VVIPs visits to the place.

Meanwhile, the student bodies also strongly appealed the local MLA, DC, Aalo and ADC, Mechukha to feel the pulse of local public particularly students and take up needful steps to improve the power supply in Mechukha township at the earliest failing which it threatened to launch its second phase democratic movement very soon.

During the first day of 24 hours bandh, which started this morning, all business establishments were closed and all kinds of vehicles off the road. However, govt offices were open as usual.

 

 

Banderdewa-Itanagar road remains

cut off for 2nd day

Itanagar, Jun 27: Traffic movement along the National Highway 52-A connecting the State Capital Itanagar via Banderdewa remained cut off for the second day today due to washing away of a major portion of the road near infamous Karsingsa sinking zone.

The Capital City Administration has already diverted the traffic through Naharlagun-Doimukh-Gumto route till the restoration of the road.

Chief Engineer (Highway) Bora Ete, who along with Executive Engineer (Highway), Naharlagun Khoda Gyati and Capt. A. Tangu, OSD to Minister (Finance, Planning, PWD) inspected the NH-52 A today to oversee the restoration work, instructed the EE to expedite the work by engaging more men and machineries.

Since the Hollongi-Itanagar road is closed for traffic due to formation cutting work of the 4-lane highway project, it is extremely necessary to reopen the Karsingsa block point for traffic movement at the earliest, Ete said in a release. He instructed the EE to engage atleast 10 earth cutters of larger capacity so that the road could be cleared within 10 days.

Toe erosion of Dikrong river in the Karsingsa sector has been the perennial problem since the construction of NH-52 A.  It is contemplated to divert the Highway alignment between Karmajuli nallah and old BRO Camp, the proposal of which is lying in Ministry of Road Transport & Highways, GoI, the release said.

The team also inspected the construction of box culvert near Lekhi village and gabion walls being constructed near old BRO camp. The works are found to be progressing satisfactorily.

The NH-52 A has also been breached at Chimpu near VKV School which forms the part of 4-Lane Itanagar-Holongi section. The Executive Engineer (Highway) has been instructed to restore the damaged section at the earliest possible time.

The Chief Engineer (Highway) has also decided to visit the Itanagar-Holongi tomorrow, along with his staff  to oversee the construction work.

 

 

Vacation library activists spread cheer in Wakro villages

ITANAGAR, Jun 27: Vacation months of April and May are not all fun and joy for the Arunachali rural students. For most of them, esp., girls, it means back-breaking farming activities, tending to domestic animals and lending a helping hand to their over-worked mothers.  Hence all thoughts of schooling and reading find no place in the villages till June. But for the last 2 years, the young reader-activists of APNE Library, Wakro have been treading a different path, albeit silently. They have done, what no Govt or organization can do so fast: carried home a little library and made a ‘vacation mini-library’ freely available to the children of the neighbourhood. And called it a “Reading Brigade. Absolutely at no cost!

That this is the 2nd year of the vacation library has made the villagers take note of this band of youngsters. They feel the young group leaders have attached great importance to their work. The activists gather daily by 3 or 4 pm, sharing books and teaching the village children, apart from reading vital skills: like how to turn the pages (without licking!)  

Mosamlu Manyu, heading the Manyuliang Reading Brigade, says, “Parents have been very supportive now. They are happily sending their children to our mini-library.”

Jeenamsi, her class-mate and vacation -I/c of  APNE Library, Wakro agrees. She says, “We have to tell the parents not to send their children to the library in heavy rains!” Little Banika’s mother at Namgo village tells Alikami, their library I/c. “If you all do like this, one day there would be many great people in our village.”

All the 7 vacation mini-libraries in Wakro circle – at Kanjang, Mawai, Wakro, Hooking, Lamliang, Manyuliang and Namgo  (the last 4 around Medo) - have been conducting a series of activities all through the vacation from mid April till June 2nd week. And heading these “Reading Brigades” are students of Kasturba Gandhi Balika Vidyalaya, Wakro.

As in the last year, the vacation mini-libraries organized special functions. On Apr 23, the Reading Brigades Pukhuri and Kanjang celebrated Shakespeare’s birthday, the World Book Day separately, while Medo and Wakro libraries joined hands to do it at the Gyan Sarovar Academy premises at Medo. The village children from Manyuliang, Hooking and Lamliang hamlets along with Wakro reader-activists put up a confident show of rhymes, story-telling and book-reading, in front of a large gathering of students, teachers and parents of Medo area.

The programme was conducted by Ms. Bomanlu Ngadong, a cl. IX girl and i/c of the Lamliang Reading brigade.

Congratulating the reader-activists for training village students to put up spirited performances in English and Hindi, Dr. S. Nayil, Patron, APNE Library, Wakro said this was an excellent use of ones vacation. It is a right way of honouring a great writer, and should motivate many more young people to become excellent writers in English.

Lauding the reader-activists for their keen efforts to help the rural children speak and read better, the Chairman Gyan Sarovar Academy Sanjay  Ngadong appealed to all parents to encourage good reading habits in their children. Bihem Lap, Advisor, Medo Youth Library assured all help in continuing the reading campaign in Medo area.

The vacation library programme this year in Wakro had a memorable conclusion on June 8th at the Manyuliang Library, thanks to the brilliant organizing skills of its in-charge, Ms. Mosamlu Manyu.

Held in the open-air just outside the library, the meeting had so many grown-ups – shopkeepers, parents and local women attending the programme, along with the children.

The young readers of the library recited lively poems and enacted two hilarious skits from library books, all groomed by Mosamlu and her team of activists: Ashalu, Disemsi and Piya. Wakro activists Jeenamsi, Bialu and Kesilu joined in with their delightful poem recitations and story –telling, making it a memorable eve for the folk of Manyuliang.

The concluding function had the added grace of 3 experts on wildlife: Er. Sanjay Sondhi, from Dehradun, an expert on moths, Dr. Abhijit Das, Guwahati, (on snakes) and Rohan Pandit, Pune ( on frogs).

The audience, young and old alike thronged forward, as Dr. Abhijit, pulled out a water- bottle, from which a thin long snake quietly crept out onto his stretched hands! He then explained to the children the dos and don’ts when they saw a snake. “Leave them their way, the snakes shall never harm you”, he advised the audience.

Er. Sondhi, a well-known writer, then proceeded to show on his laptop, several pictures of moths and butterflies and explained their importance to the environment. Sri Rohan Pandit, who has been a regular visitor to Wakro, complemented the reader-activists for their enthusiasm and advised them to learn to observe life in their surrounding vegetation.

The Coordinator, Lohit Youth Libraries thanked the people of Manyuliang for actively supporting the reader-activists and expressed the gratitude of the entire audience to the guest-scientists for making the valedictory function a  memorable one.

The vacation mini-library programme by the library-activists have visibly added to the enthusiasm of the village children in improving their speaking and reading skills, esp in English language. This is a silent contribution to reinforcing the rural school learning environment and even saving many of the young neo-literates from sure lapse into illiteracy.  

 

 

Pema reprimands BRO over Tawang-Tezpur road condition

TAWANG Jun 27: Pema Khandu, Minister RWD & Tourism convened a high level meeting with BRO Officers and District Administration in the office chamber of DC Tawang on Tuesday.

The issue pertaining to pathetic road connectivity to the district was discussed at length. The road from Tawang to Tezpur, the life line of the district is maintained by the BRO. Widening process of the road is on since last many years. However the road is beyond use at most of the stretches and the vehicles users have hard time negotiating the stretches at the cost of valuable time and money.

The BRO side was represented by Sandeep Singh, Officiating Commander, 763 Task Force and Maj. Akhilesh K. Pal, OC 90 RCC while DC Tawang Kemo Lollen headed the District Administration.

Highlighting the various hardships being faced and its adverse impact on the economy of the district, Pema asked the representatives of BRO to come forward with the actual reasons for delay in completion of the road widening so that the same could be settled instantly at District administration level   or taken up with higher ups by the State Government. He also exhorted the BRO to come up with a deadline for completion of the Project. The Minister also expressed his serious concern on the way road widening is carried out by the BRO by damaging the existing road formation resulting to traffic bottlenecks.

“Roads on other side of border, though constructed on higher altitude and harsher climatic condition is good enough even for sports car to whiz while entire stretch of our roads is no different than moon surface” said Pema, airing a strong message for the BRO to tighten their belt.

The BRO in turn explained that the road is of extreme strategic importance that figures highest on their priority and that the target for completion of the project is already fixed by March 2014. The BRO further explained that except for certain stretches where land acquisition is yet to be done the formation cutting works were already completed.  Acknowledging the delay, the BRO officers said that they are diligently on the job putting their best efforts but have to move as per order flowing through chain of command and requested the Minister to take up the matter, at his level, with higher ups.

Speaking on condition of Tawang-T.Gompa-Zemithang road, Pema urged to repair the same as it is one of the most favoured tourist route and that the condition of the road was directly proportionate to the economy of the area. He also advised the BRO officers present for influencing their higher ups for including representatives of local administration in the board for better alignment of the road.

Deputy Commissioner Kemo Lollen, in his address thanked the Minister for convening the much required meeting between the Civil administration and the BRO. Ensuring absolute co-operation of the District Administration, he urged upon the BRO officers to participate in such co-ordination meetings with broader details. Parl. Secy (Art & Culture) Tsewang Dhondup requested the BRO officers to complete the half done roads in the Tawang Township at the earliest as it presents a very sorry state of affairs to the visiting tourists.

ADC Tawang Lobsang Phunchu, ADC Jang Duly Kamduk, other heads of the Departments and prominent public leaders of the district were also present in the meeting.

 

 

Siram inspects proposed land for AAI & IAF

PASIGHAT, Jun 27: Education Minister Bosiram Siram today inspected the proposed land for construction of airfield by the AAI (Airport Authority of India) and  IAF (Indian Air Force) adjoining to the present landing ground here.  He was accompanied by Deputy Commissioner R K Mishra, ADC S C Debnath  and LRSO Ojing Nangkar  during his visit.

 The minister felt the area would be most suitable for the purpose and stressed for early allotment of land so that the construction works could be started by AAI & IAF soon.

The team visited the marshy patch of land near Pane-Korong where PHED had set up a pump. The minister wanted to beautify and develop the whole area and desired the water pump to be revived and a reservoir be constructed which could be utilized for drinking water supply and as well as for fire tenders. He stated the area could also be developed into an amusement park with swimming pool and other amenities. The spill over water could be used  for community purpose like ‘Dhobi-Ghat’, the minister said. The minister also instructed the LRSO not to allot the area for other purposes.

Later in a public meeting with the local leaders and villagers, the minister asked all to constantly monitor the flow of water in the Siang and Sibokorong rivers. He urged citizens to cooperate the administration enthusiastically.

The minister further condemned bandh culture and appealed the citizens to cooperate the government to bring faster development in the state. DIPRO

NYWASC, CSC and GWS register wins

ITANAGAR, Jun 27: NYWA Sports Club (NYWASC), Nirjuli, Critical Sports Club (CSC) and Gyamar Welfare Society (GWS), Nyapin won their respective match in the first ever Gora Tamar Memorial State Level Football Tournament at Rajiv Gandhi Stadium, Naharlagun today.

While NYWA Sports Club, Nirjuli beat East Kameng CCFC 2-1 in the first match of the day Critical Sports Club blanked Zing Urban 5-0 in the second match.

Nending Grayu (43 min) and Nabam Joel (67 min) scored a goal each for NYWASC, Nirjuli while the lone goal of the East Kameng CCFC was scored by Dani Kapa (29min).

Critical Sports Club drubbed Zing Urban (5-0) in a lopsided second match of the day today. Tage Hassan scored two goals (21min, 30 min) while Bamang Tania (22 min), Dari Moon (28 min) and Khyoda Apo (54 min) scored a goal each to complete the drubbing.

In the 3rd match of the day, Gyamar Welfare Society, Nyapin beat Banderdewa Youth SC 3-1. Gyamat Tana  (52 min),  Gaken Engo (60 min) and Gyamar Bayu (62 min) were the scorers of Gyamar Welfare Society. Gyamar Martin (57 min) was the lone scorer of Banderdewa Youth SC.

East Kameng Football Assoc. will meet Emchi Football Club in tomorrow’s first match at 12 pm while Barapani Football Club will clash against Biri Brothers FC at  1.45 pm in the second match. The third match would be held between Arunachal United FC and LAA Punglu FC at  3.30pm.

 

 

Orgs mourn Pissa Gunia’s death

ITANAGAR, Jun 27: Arunachal Pradesh Congress Committee (APCC) along with many organisations have mourned the mourned the death of Pissa Gunia, the Zila Parishad chairperson of Kurung Kumey. Gunia died on Tuesday following ill health.

APCC and forntal organizations conveyed its deep sense of condolence on the demise of Late Gunia.

A condolence meeting was conducted tday by the officers and staff led by Deputy Commissioner Rajeev Takuk. The government officers remained closed thorught the districts in honour of Late Gonia.

Arunachal Pradesh Youth Congress (APYC) has mourned the untimely demise of Late Gunia.

It is an irreparable loss for the Congress Party as he was a grassroots’ leader. His dedicated service to the rural populous would be remembered forever, said APYC in a release.

Expressing its deep shock and profound sorrow over the untimely demise of Pisa Gonia, the Nyishi Elite Society in a condolence meeting held today has observed two minutes silence as a mark of respect to the departed soul.

His sudden demise is a great loss to Nyishi community in particular and state as a whole, it said while adding that his contribution towards the community would be remembered. With his initiation and support from Govt, remote circle head quarter Sarli got black topped  road connectivity in 2008-09, NES informed.

All Nyishi Students' Union has also deeply mourned the untimely demise of Pisa Gunia.  With the sudden demise of late Gunia, the Nyishi community in particular and the state as a whole has lost a sincere and dynamic leader, it said.

The Arunachal Pradesh Catholic Union ( APCU) also mourned the untimely demise of Late Gunia. His contribution to the welfare of  our society can never be forgotten, it said in a release.

Arunachal Paryavaran Rakshak Sangathan mourned the sudden demise of Pisa Gunia, ZPM Chairperson, Koloriang cum Chairman of Arunachal Paryavaran Rakshak Sangathan.

The office bearers observed two minute silence as mark of respect to the departed soul. Kurung Kumey District Congress Committee and Block Congress Committee also mourned the death.

Rural Development and Heritage Society (RDHS) a Sangram based NGO also mourned the death of Pisa Gunia. He was a great personality who was dedicated for the cause of the society.

Bandh, law and order

Dear Editor,

State is facing another law and order problem due to non implementation of law framed by Indian Constitution.

In the last few months, 5 persons have been murdered at Seppa including school going children and this year’s state Gold medalist. But there are no media reports on these deaths.  

On the other hand, State Govt. is strictly implementing law on poor and innocent people whereas law is not applicable on criminals and corrupted people.  Anti socials element are being used to create law and order problems in the state. These people are freely roaming at state capital without any fear because of backing by corrupt politicians.

In recent times, Itanagar has become the epicenter of bandh and crime capital in the country. Itanagar is the only capital where bandh call happens every other week that affects all sections of society especially business community and daily wage earners. This time, entire state is against bandh calls. There are bandh calls in Assam and other times at Itanagar that disturb businessmen. How can one live in this state? Where is Govt of Arunachal Pradesh? Whether this Govt. has home department along with law enforcing agency or not? Whether law enforcing agency is disabled? If Govt. is functioning; it should pass strict order for maintaining law and order to clean all unwanted elements.   

One of the reasons that police officers have not been able to tackle law breakers is because in a tribal society everyone is related to one or the other. Some of the criminals are relatives of police officers, politicians and bureaucrats/technocrats of the state. Sometimes police do their duty sincerely and arrest culprits. Within a few days court grants bail thus demoralizing the police.

Most of times, I have heard that those presidents or GS of Unions and Associations become owners of big land, cars, and they get jobs, money and work order.  I suggest Bandh callers to directly ask for financial assistance or work order or job.

Otherwise, legally fight corrupt system and give all involved sleepless night. That will not affect the common public.  

I have 3 shops at Itanagar, Naharlagun and Nirjuli, because of bandh calls we have already suffered a lot in recent times.  We are facing acute shortage of money for to and fro expenses, staff payment, room rent, water, phone, electricity and internet bills. I think union/association is meant for welfare of people not to hassle common public.

Bandh calls severely harass common people not the ministers and MLAs.

I would like to appeal state Govt. to bring in efficient, smart, sincere, dedicated officers in state capital from centre or other states. More number of police personnel should be placed at capital. There should be a special law for bandh calls in state of AP because existing law has no teeth to deal with the present situation.

Simply declaring bandh calls as illegal is not going to help. To make state bright, we must have proper system or mechanism.

Let there be fair recruitment

Dear Editor,

Everyone is satisfied with the APPSC for conducting examination in fair and impartial mode and prompt announcement of results in recent day’s right from the APPSCCE 2011 to Agriculture Development officer (A.D.O) recruitment.

I would like to request the APPSC to keep the same tempo and recruit Veterinary Officer (V.O) in same fair and clean manner during viva-voice, which is scheduled to be held on 29th June 2012.

Previous recruitment of V.O in 2010 was done in such a haphazard manner that as many aspirants were debarred from appearing viva-voce due to misconception between two autonomous bodies (APPSC and college authority) regarding the signature in mark-sheets and certificates. This should not be repeated this time.

Bandh calls and citizen’s dilemma

Dear Editor,

This time common citizens of the state are facing two major Bandh calls. One is Nature’s Bandh call and other is by organizations.

Due to excessive rainfall, road communication of the most of the districts of the state is effected and there are reports of landslide, erosion and bridge collapse. But all these are the routine of the nature in a hilly state like ours in monsoon season coupled with people’s activities for economic development that lead to landslide & bridge collapses.

On the other hand, we are soon to overtake Assam in calling bandhs if we don’t stop it soon. We appreciate the demands but we do not agree to bandh calls.  

Another interesting thing is that those people who used to call bandhs are today opposing it.

One more interesting aspect of the bandh is that while bandh callers force people not to open shops and offices while on the other side, those opposed to the bandh and also administration and police force shopkeepers to open shops.

It’s the common people who are in dilemma.  We need to discuss ways to stop bandh calls in the state and I appeal all the avoid calling bandhs for a better future.

Learn from CBSE

Dear Editor,

We have been facing lots of exam conducted by our apex body APPSC but to my utter surprise I have noticed that the answer script issued by them does not bear serial number without which it is simply a bunch of papers. They should look up to the methods of CBSE which is quite systematic. Ponder over it; sometimes ignoring silly mistakes brings heavy criticism.

Wake up

Dear Editor,

Off late, a sigh of relief sprouted this monsoon with ANSU and various other organization's stand against bandh call and showing serious concern about the prolong bandh culture. Their decision to oppose recent 24 hours bandh call came like manna from heaven for all RFO aspirants, Arunachal law students and many other students in particular who were appearing examination on those faithful days and for society as a whole. Better late than never!

Few years back many organizations  have been seeded by our people, for the bandh calls reflects as an inedible fruits which is reaping now. Quite annoying to see these organization who constraint themselves with only bandh option and seems to be unaware of the perils of these bandhs. These bandh will only create a situation of blind alley, no results but inspire among organizations to dare another bandh calls.

These frequent bandh calls is a matter of irresponsibility for all organizations (including the bandh callers), shame for the state government and a tight slap to all fellow Arunachalees. Let us not encourage the Bandh calls.

We need to brood deep and should be working together to control these inglorious bandh culture. Because at the end we all are at the same side, the looser side. Wake up!

Keep an eye

Dear Editor,

Jurisdiction of much a waited municipal corporation for Itanagar and Pashighat has been officially demarcated. It is obvious that to manage newly created department huge numbers of man force would be required.

Therefore it is my humble request to state government to advertise all the vacancies and recruit all the employees through open competitive exams, and all the gazatted posts through Arunachal Pradesh public Commission (APPSC).

Through this esteemed daily,  I would like to request student unions and unemployed youths to keep an eye on the recruitment process because back door appointment may take place, as it happens in our state.

Torture remains endemic

A total of 14,231 persons died in police and judicial custody from 2001 to 2010. This includes 1,504 deaths in police custody and 12,727 deaths in judicial custody. It indicates that more than four persons died every day during that period. These deaths reflect only a fraction of the problem with torture and custodial deaths in India as not all the cases of deaths in police and prison custody are reported.

During last decade, Maharashtra topped the chart in torture and death in police custody with 250 death. This was followed by Uttar Pradesh -174 and Gujarat -134.  But in torture and deaths in judicial custody, it is not Maharashtra, but Uttar Pradesh which topped the chart. It is said that Uttar Pradesh recorded the highest number of deaths in judicial custody with 2171 deaths during 2001-2010, followed by Bihar - 1512 and Maharashtra -1176. Custodial rape also remained one of the worst forms of torture. 39 cases of rape in judicial and police custody recorded from the year of 2006 to 2010.

Observers said that Police reforms are the need of the hour to prevent torture which remains endemic in India. Denial of medical facilities, inhuman prison conditions also amounts to torture and inhuman treatment, they felt.

There is an urgent need to ratify the United Nations Convention against Torture, to which India is a signatory.  Parliament should pave the way for clearance of the Prevention of Torture Bill 2010 and do the justice to the victims of torture.
