ITANAGAR, Jun 27: All Arunachal Pradesh Border Students’ Union (AAPBSU) has threatened a 3rd phase 48 hrs state wide Bandh call if its 10 points charter of demands are not met by the government.
Meanwhile AAPBSU has further questioned All Nyishi Student Union’s objection to the bandh while stating that it Union has taken up the issue for a safe border. It further accused the government of not taking up the issue seriously.

ITANAGAR, Jun 27: All Palin Chambang Yangte Gangte and Tarak Langdi appealed to the Deputy Commissioner and DDSE Kurung Kumey District to implement the right to education for free and compulsory education to the children in the district. It alleged that some government schools are collecting admission fees from class I to VIII students within Palin Chambang Yangte Gangte and Tarak Langdi area.
It further alleged that government middle school Sanlum under Yangte circle is not functioning for the last one year due to absence of teachers in the school.
It urged the DC to look into the school admission fees and initiate necessary action against the absentee teachers.

Marathi version of General JJ Singh’s autobiography released
ITANAGAR, Jun 27: First amongst the vernacular versions of Arunachal Pradesh Governor, General JJ Singh’s autobiography, ‘A Soldier’s General’, the Marathi version of the book, titled ‘Marathyancha Sarsenapati’ was released by Maharashtra Governor K Sankarnarayanan at Raj Bhavan, Mumbai in the presence of Chief Minister of Maharastra, Prithviraj Chavan, serving and retired defence and civil officials and special invitees.
It is pertinent to mention here that Gen Singh spent 40 years of his career with the Marathas, serving with the Maratha Light Infantry, the elite infantry regiment of the Indian Army. Honorary Colonel of the Maratha Light Infantry, General Singh was commissioned into 9th Maratha Light Infantry on 02 Aug 1964.
Unlike many authors whose autobiographies revolve around ‘I, Me and Myself’, General Singh’s autobiography offers rare insights into contemporary problems of the nation such as the insurgency in the North East, the Kashmir issue, the Kargil misadventure, the attack on Parliament and others from a lesser known perspective.
A chapter has been completely devoted on Arunachal Pradesh. General Singh detailed on his experience as the Governor of the State under the heading, ‘The Second Innings’. He also dwelled in length on Development of North East and ‘Look East’ policy. The book highlights on upliftment of Rural Areas and Tourism of the State.
The English version of the autobiography was first released by Arjan Singh, Marshal of the Indian Air Force at New Delhi on 9th July 2012. Punjab Governor and Chandigarh Administrator Shivraj Patil launched the autobiography at a function held in Punjab Raj Bhavan, Chandigrah on 11th June 2012.

ITANAGAR, Jun 27: Papum Pare District Youth Forum in a letter to Director General of Police briefing the grievances of unemployed youths of the district appealed for creation of separate job quotas for Papum Pare District and capital complex.
It said that due to non separation of quota for the districts, the unemployed youths of the district are facing difficulties in finding job.

ITANAGAR, Jun 27: Flood situation in Lohit, Anjaw, Lower Dibang Valley and Changlang districts remained grim as rising river waters have either led to closure of road communications or sent new areas under water.

“The overall flood situation in the district is still grim,” the DC informed. He said that all the three relief camps set up in the district have accommodated about 900 marooned people.
The DC alongwith officers of WRD and other departments visited the flood affected areas of the district today and took stock of the situation. All the administrative officers and heads of flood related and other departments have been directed not to leave their respective station till further notice to tackle the situation. All the administrative officers and works departments are working round the clock for temporary restoration, rescue and relief.
Chongkham MLA and Parliamentary Secretary C T Mein, Namsai MLA Nang Sati Mein, Anjaw MLA Karikho Kri are camping in their respective location and monitoring and supervising the rescue, restoration and relief works. Finance Minister Chowna Mein is also in constant touch with the district officials and issuing necessary instructions. He has directed to provide all sorts of help to the affected people and for restoration works.
According to a latest report, the water level in all rivers of Lohit dist have started receding due to stoppage of rains this afternoon.
At Dambuk, Sisiri river has wreaked havoc in the area destroying many cultivation lands along its course down the stream. The river waters have submerged entire paddy fields of Bizari and Apum villages yesterday forcing the farmers and labourers to leave their fields. Many bullocks used for ploughing were also swept away by the river water, informed Eving Yirang, CO incharge SDO Dambuk.
The river water also submerged wet rice crop fields at Ibrom, some 6 km west of Dambuk SDO headquarters. The branch of Sisiri which is flowing in between Bomjir and Bizari village have damaged many Ginger plantations.

The District Administration is closely monitoring the flood situation in various corners of the district. Two country boats have been hired and placed by the administration at flood affected Paglam villages to evacuate the stranded people to safer place, informed Eving.
The Anjaw district remained cut off from rest of the country due to landslide triggered by torrential rains in the last one week. The major landslides have occurred at Tidding and at Mompani where a stretch of 100m road have been completely damaged. Landslide has also caused damage to electric poles causing total disruption in electric and water supply.
Though BRO has already pressed men and machineries into service at this point since yesterday it would take atleast a week to restore the road communication, a BRO officer said.

The wooden bridge over Ngupok Korong river have been destroyed in flood while Taksing Korong in Seram and one side of the Siku bridge have been submerged in water snapping road communication.
The normal life of the people of the area, specially of Ngupok village have been badly affected by flood.
Mebo ADC Oti Dai along with NCP Block President Todol Pertin and senior public leaders and officials inspected the flood affected areas today.
Pertin and senior leaders Togram Yirang and M. Ratan on behalf of the public of the flood affected area of Mebo appealed the district administration and concerned work departments for immediate restoration of the affected areas. They also appealed to the Government to provide relief to the flood affected people.
At Changlang, the villagers of Bijoypur I and III are still marooned. The deluge has turned the village into an island since June 23 midnight. Though 250 villagers have been rescued in small country boat till today, 300 villagers are still stranded in Bijoypur I & III villages. Local administration has left no stone unturned to provide the best possible relief assistance within their capacity. WRD Officials are actively cooperating with local administration in managing the unprecedented situation.
About 3 quintals rice and other essential items, including life saving medicines were ferried in country boat by the authority braving the inclement weather and turbulent water for the stranded flood victims. Pouring cold water to the affected people’s hope Army too have turned down to go for rescue operation sensing danger. An Army helicopter is likely to be pressed for rescue operation as MLA CC Singpho has already apprised the CM of the grim situation.
Changlang Deputy Commissioner Opak Gao, ADC K.Riba, WRD EE BK Karki, AE C.J.Mannou made an extensive visit of the flood affected areas and interacted with the villagers. The DC assured to provide the best possible relief assistance. WRD Bordumsa donated 10 tarpaulin sheets to flood victims for setting up temporary shelter, informed Karki.

ITANAGAR, Jun 27: Arunachal Pradesh Chief Minister Nabam Tuki today appealed to the Centre and NEC to give priority on road connectivity in strategically important state of Arunachal Pradesh.
Addressing the 61st Plenary meeting of the NEC at New Delhi, the Chief Minister, while appreciating the Central Govt for sanctioning an ambitious highway development programmes in Arunachal, sought the intervention of NEC and Union Ministry of Road, Transport and Highway for obtaining forest and environment clearance from the Union Environment and Forest Ministry to expedite the highway projects in state.

However, even after lapse of two years the same is yet to take off. The three insurgency affected districts of Tirap, Changlang and Longding were proposed to be covered by this project so that the benefit to be accrued out of this would pave the way for channelizing the youth towards meaningful and sustainable employment opportunities.” The Chief Minister once again requested the concerned authorities to ensure that some beginning to this effect is made in the current financial year.

Pema reprimands BRO over Tawang-
TAWANG Jun 27: Pema Khandu, Minister RWD & Tourism convened a high level meeting with BRO Officers and District Administration in the office chamber of DC Tawang on Tuesday.
The issue pertaining to pathetic road connectivity to the district was discussed at length. The road from Tawang to Tezpur, the life line of the district is maintained by the BRO. Widening process of the road is on since last many years. However the road is beyond use at most of the stretches and the vehicles users have hard time negotiating the stretches at the cost of valuable time and money.
The BRO side was represented by Sandeep Singh, Officiating Commander, 763 Task Force and Maj. Akhilesh K. Pal, OC 90 RCC while DC Tawang Kemo Lollen headed the District Administration.
Highlighting the various hardships being faced and its adverse impact on the economy of the district, Pema asked the representatives of BRO to come forward with the actual reasons for delay in completion of the road widening so that the same could be settled instantly at District administration level or taken up with higher ups by the State Government. He also exhorted the BRO to come up with a deadline for completion of the Project. The Minister also expressed his serious concern on the way road widening is carried out by the BRO by damaging the existing road formation resulting to traffic bottlenecks.
“Roads on other side of border, though constructed on higher altitude and harsher climatic condition is good enough even for sports car to whiz while entire stretch of our roads is no different than moon surface” said Pema, airing a strong message for the BRO to tighten their belt.
The BRO in turn explained that the road is of extreme strategic importance that figures highest on their priority and that the target for completion of the project is already fixed by March 2014. The BRO further explained that except for certain stretches where land acquisition is yet to be done the formation cutting works were already completed. Acknowledging the delay, the BRO officers said that they are diligently on the job putting their best efforts but have to move as per order flowing through chain of command and requested the Minister to take up the matter, at his level, with higher ups.

PASIGHAT, Jun 27: Education Minister Bosiram Siram today inspected the proposed land for construction of airfield by the AAI (Airport Authority of India) and IAF (Indian Air Force) adjoining to the present landing ground here. ITANAGAR, Jun 27: Arunachal Pradesh Congress Committee (APCC) along with many organisations have mourned the mourned the death of Pissa Gunia, the Zila Parishad chairperson of Kurung Kumey. Gunia died on Tuesday following ill health.
APCC and forntal organizations conveyed its deep sense of condolence on the demise of Late Gunia.

Dear Editor,
State is facing another law and order problem due to non implementation of law framed by Indian Constitution.
In the last few months, 5 persons have been murdered at Seppa including school going children and this year’s state Gold medalist. But there are no media reports on these deaths.
On the other hand, State Govt. is strictly implementing law on poor and innocent people whereas law is not applicable on criminals and corrupted people. Anti socials element are being used to create law and order problems in the state. These people are freely roaming at state capital without any fear because of backing by corrupt politicians.
In recent times, Itanagar has become the epicenter of bandh and crime capital in the country. Itanagar is the only capital where bandh call happens every other week that affects all sections of society especially business community and daily wage earners. This time, entire state is against bandh calls. There are bandh calls in Assam and other times at Itanagar that disturb businessmen. How can one live in this state? Where is Govt of Arunachal Pradesh? Whether this Govt. has home department along with law enforcing agency or not? Whether law enforcing agency is disabled? If Govt. is functioning; it should pass strict order for maintaining law and order to clean all unwanted elements.
One of the reasons that police officers have not been able to tackle law breakers is because in a tribal society everyone is related to one or the other. Some of the criminals are relatives of police officers, politicians and bureaucrats/technocrats of the state. Sometimes police do their duty sincerely and arrest culprits. Within a few days court grants bail thus demoralizing the police.
Most of times, I have heard that those presidents or GS of Unions and Associations become owners of big land, cars, and they get jobs, money and work order. I suggest Bandh callers to directly ask for financial assistance or work order or job.
Otherwise, legally fight corrupt system and give all involved sleepless night. That will not affect the common public.
I have 3 shops at Itanagar, Naharlagun and Nirjuli, because of bandh calls we have already suffered a lot in recent times. We are facing acute shortage of money for to and fro expenses, staff payment, room rent, water, phone, electricity and internet bills. I think union/association is meant for welfare of people not to hassle common public.
Bandh calls severely harass common people not the ministers and MLAs.
I would like to appeal state Govt. to bring in efficient, smart, sincere, dedicated officers in state capital from centre or other states. More number of police personnel should be placed at capital. There should be a special law for bandh calls in state of AP because existing law has no teeth to deal with the present situation.
Simply declaring bandh calls as illegal is not going to help. To make state bright, we must have proper system or mechanism.

Bandh calls and citizen’s dilemma
Dear Editor,
This time common citizens of the state are facing two major Bandh calls. One is Nature’s Bandh call and other is by organizations.
Due to excessive rainfall, road communication of the most of the districts of the state is effected and there are reports of landslide, erosion and bridge collapse. But all these are the routine of the nature in a hilly state like ours in monsoon season coupled with people’s activities for economic development that lead to landslide & bridge collapses.
On the other hand, we are soon to overtake Assam in calling bandhs if we don’t stop it soon. We appreciate the demands but we do not agree to bandh calls.
Another interesting thing is that those people who used to call bandhs are today opposing it.
One more interesting aspect of the bandh is that while bandh callers force people not to open shops and offices while on the other side, those opposed to the bandh and also administration and police force shopkeepers to open shops.
It’s the common people who are in dilemma. We need to discuss ways to stop bandh calls in the state and I appeal all the avoid calling bandhs for a better future.

Dear Editor,
Off late, a sigh of relief sprouted this monsoon with ANSU and various other organization's stand against bandh call and showing serious concern about the prolong bandh culture. Their decision to oppose recent 24 hours bandh call came like manna from heaven for all RFO aspirants, Arunachal law students and many other students in particular who were appearing examination on those faithful days and for society as a whole. Better late than never!
Few years back many organizations have been seeded by our people, for the bandh calls reflects as an inedible fruits which is reaping now. Quite annoying to see these organization who constraint themselves with only bandh option and seems to be unaware of the perils of these bandhs. These bandh will only create a situation of blind alley, no results but inspire among organizations to dare another bandh calls.
These frequent bandh calls is a matter of irresponsibility for all organizations (including the bandh callers), shame for the state government and a tight slap to all fellow Arunachalees. Let us not encourage the Bandh calls.
We need to brood deep and should be working together to control these inglorious bandh culture. Because at the end we all are at the same side, the looser side. Wake up!

Jurisdiction of much a waited municipal corporation for Itanagar and Pashighat has been officially demarcated. It is obvious that to manage newly created department huge numbers of man force would be required.
Therefore it is my humble request to state government to advertise all the vacancies and recruit all the employees through open competitive exams, and all the gazatted posts through Arunachal Pradesh public Commission (APPSC).
Through this esteemed daily, I would like to request student unions and unemployed youths to keep an eye on the recruitment process because back door appointment may take place, as it happens in our state.

Torture remains endemic
A total of 14,231 persons died in police and judicial custody from 2001 to 2010. This includes 1,504 deaths in police custody and 12,727 deaths in judicial custody. It indicates that more than four persons died every day during that period. These deaths reflect only a fraction of the problem with torture and custodial deaths in India as not all the cases of deaths in police and prison custody are reported.
During last decade, Maharashtra topped the chart in torture and death in police custody
with 250 death. This was followed by Uttar Pradesh -
Observers said that Police reforms are the need of the hour to prevent torture which remains endemic in India. Denial of medical facilities, inhuman prison conditions also amounts to torture and inhuman treatment, they felt.
There is an urgent need to ratify the United Nations Convention against Torture, to which India is a signatory. Parliament should pave the way for clearance of the Prevention of Torture Bill 2010 and do the justice to the victims of torture.
